They might be "wild people", maybe even "cannibals". The woman appears to have microcephaly typically called a "pinhead" back in the day. I don't recognize the pair and could not find another example of this image online, as hard as I tried. I picked up a decent sized collection of these sideshow people images.. quite a few were on this pink
